or they may be over in i18n-discuss in the Internationalization
& Localization community), but one of them I can:

We can't give you back something you never had - setxkbmap is
something XFree86 added that didn't make it into the main
X.Org code line until all of XFree86 was pulled in at X11R6.7.
Putting it into Solaris is in a long list of things we're
working on to resync the Solaris X clients with the X.Org ones.
