Brian: This would need to be tested for a11y and any issues discovered could be filed as bugs and fixed. Note that a11y requirement is that users need at least 1 application to do any task. So if gaim is accessible, users with accessibility needs could use that program if xchat had problems (at least until the problems were fixed).
