This is the wrong location for installing .desktop files. Desktop file should be installed to : /usr/share/applications Once you do this the menu item should definitely appear, and there would be no need to restart any of the cache services, as gnome-panel menu monitoring does not use caches, all of the menu config is contained in process. I've never seen "usr/share/gnome/apps" dir referenced before where did was this path derived from ?
