Austin,
The patches should have the same license with the original Wine
code. So if current Wine is LGPL 2.1, the patches are the same license.
If you need to check with the authors, you can search the patch name
in
https://pkgbuild.svn.sourceforge.net/svnroot/pkgbuild/spec-files-extra/trunk/ChangeLog.
The authors are listed with the ChangeLog entry.
