For consistency with other applications and past behaviour.

In dtterm, traditional Solaris xterm, gnome-terminal in gnome 1.x,
gnome-terminal
in Solaris 10, emacs, firefox, and a host of other applications, these keys move
the scrollbar. And many people are used to this behaviour.
