I believe it is as safe as an 'init 5' I can't find the manual for this command explaining exactly what is does. I take it the default is changed to shutdown (-h option). But as "init 5" explains everything it does, sys-suspend does not. I don't want to believe it is 'as safe as' I'd like to know for sure from someone who knows.
