The primary constraints behind a better rendering engine are:

* resources

* knowledge (a very small set of people understand the complexities of  
font rendering)

* patents (which prevent using many of the available methods out-of- 
the-box for better rendering)

In short, I think your best bet will be to discuss this with the Xorg/ 
GNOME communities directly.
