So you have two X screens, :0.0 and :0.1.

Yes, there are lots of compiz forum posts about recent breakage managing
multiple screens. The only place where it seems to work is when both
screens are the same size. Two screens of different sizes or having
compiz manage just :0.1 doesn't work correctly.
