Hi Ken/Dick, The issues w.r.t. bumping GIMP right now is not technical, it could be done relatively easily, as you've seen, but there are logistic/legal issues that need resolving before we can distribute it in SXDE or OpenSolaris.
Specifically the issue is it's dependency on gegl and babl, which are GPLv3 components - and GPLv3 legal approval is on a case-by-case basis at the moment - so this has a knock-on effect on the ability to simply bump GIMP which is itself the subject of a legal review - but it should happen, it's just a matter of waiting to getting this approval.
