Yeah, GNOME panel used to (maybe it still does) have support for different configurations that you could switch between to suit different tastes or screen resolutions... like a lot of panel configuration features in those days, though, it was all a bit complicated and with no GUI to support it (other than what Ximian concocted themselves), so it may well have been yanked by now.
