There are ways to make the system do the right thing for both classes
of users - only show it by default on display :0 for instance (though
the upcoming virtual terminals support means that :1 and up can be on
console as well, as do things like Xnest & Xephyr - even then I don't
think you want the network icon flashing in every running X server).

For the laptop/desktop user, my concern with the network applet would
be more of it being more intelligent about which interface to show,
since in past releases I've often had to change it because it chose the
wrong one (on a laptop, wired vs. wireless - on a desktop, port 0 vs.
port 1, etc.) - tighter integration with NWAM to show whichever
interface NWAM has activated, including autoswitching when you
plug/unplug the network cable on your laptop, would help here.
