Hmm... Well, I have confirmed that the problem is actually when dtgreet
is running.  After logging into CDE or JDS, the screen comes back fine
with mouse movement.

But when dtlogin/dtgreet is running, it does not come back.

This problem does not exist with snv_b50 on a PC with a Radeon in it. 
I've only witnessed it on pgx32 hardware so far, but I will try some
other systems as well.

I've tried repeated to figure out how to get xset -q to show me anything
meaningful (or even talk to the server) when dtgreet is running, but I
cannot figure it out.  It sort of looks like the Xserver is ignoring all
traffic from any applications besides dtgreet.

(I did try using the authority file in /var/dt, but that didn't help.)

Advice on how to debug this further would be appreciated.
