Yep, I've seen this behaviour, too.  The Solaris sd driver is
confused by optical drives that have DVD-RAM support.
A lot of the current DVD writer devices have added DVD-RAM
support, in addition to DVD?R/RW formats.

sd thinks that any media inserted into such a drive with DVD-RAM
support must be a DVD-RAM media, tells vold that a media of 
type DVD-RAM is inserted into the drive (even when you've inserted
a CD-ROM, or an unrecorded CD-R, DVD-R, ...), and when vold is unable
to recognize any filesystem formats on the optical media, the default
for DVD-RAM media is to offer a format.

This should be fixed in the sd driver.  sd must check the type of the
currently inserted media when reporting media type to vold.  It should
not check the capabilities of the optical drive.
