This is currently configurable in GDM's configuration file (on for all users, or off for all users). The UI spec suggests it would be better if access was role-based (in addition to the master on/off setting), which I guess is similar to your suggestion. Brian tried to get us to tell him how we wanted it to work (as he's the community maintainer too), but we never really finished that conversation :/ > 2.
