Part of the problem was that the VirtualBox upgrade had not
properly created xorg.conf to use vboxmouse and vboxvideo;
it was still using the generic mouse and vesa.

However, the upper toolbar is still not very usable in seamless mode,
as the first thing I want to do (navigate to Applications > Accessories > 
Terminal)
is considerably more difficult than when not in seamless mode.

Back with trying to get CDE to work: adding enough FontPath
entries (and symlinks to /etc/X11/fontpath.d)
somewhat improved CDE functionality: en_US.ISO8859-1 would work ok,
but en_US.UTF-8 still wouldn't come up (although an individual dtterm
could be started with LC_ALL=en_US.UTF-8).  I can only guess that
dtsession isn't happy (since I recall in the past seeing CDE sessions stay up
when dtwm died).   There are some
Warning: Missing charsets in String to FontSet conversion
messages in Xerrors,  but I can't be sure what they came from or  whether
they're part of the problem.  There was also a message in .dt/startlog:
/usr/dt/bin/Xsession[734]: 1759 Hangup
but that doesn't really tell me what failed either
