This is normally set by the login program.  Both GDM and CDE login have 
configuration options to specify the $PATH used when starting the 
session.  Refer to the GDM and CDE login manpage, depending on which
you are using.

On Solaris, both support /etc/default/login configuration where you can
set PATH.  Or you can set it in the GDM configuration file itself.

Also, users can also configure the PATH in their $HOME/.profile file.
Any PATH setting there is picked up by gnome-session and the programs
it launches, like the panel.
