You'll have to ask the Globalization team about that (i.e. i18n-discuss)
as they own the keytables for all the different localized keyboards.

You should have been able to escalate that for a patch then, but I've
never dealt with it from that end, just from the service people contacting
us to get a patch built when a customer escalates a bug, so I don't know
the details.
