I don't have a problem with a fixed default (as strange as that value
is), but if the user has already changed /etc/power.conf to have a value
that works better for a particular system, then I think it's a bug that
the applet would silently change that value back to the default.  I'll
file a bug on that.

The system is indeed a laptop with a battery.  After looking into this
in more detail, the issue is worse than I originally thought.
The /etc/power.conf is also modified when I login to Gnome, even when I
don't bring up the preferences.  This is particularly toxic behavior, as
I have to manually go edit /etc/power.conf every time I login!
