Songbird localisations are currently handled via our translation webapp 
@ http://translate.songbirdnest.com
There isn't anyway to currently localise Songbird offline.

Our web team is in the process of building out a new webapp; one of the 
planned features is to support offline localisation.  While nothing has 
been finalised yet, we're looking to use .po files for managing that so 
as to allow localisers to use tools such as poedit.
