Some things are hardcoded in nautilus-14-interface-changes.diff (158-164 lines). Some things are hardcoded in gnome-panel-08-launch-menu.diff (130-164 lines), but in gnome-panel-08-launch-menu-indiana.diff there are no such things (for panel) and configuration by /etc/xdg/menus/ files is quite flexible.
