It's clearly an abbreviation for "historical application sources".  8-)

If there was a better implementation of csh that other OS'es commonly installed
as /usr/bin/csh (not tcsh), but there was some reason to keep the old one
around, it would be a candidate for /usr/has/bin.

As for sendmail, instead of deciding to punt sendmail there and make sendmail
be postfix or something else, the current plan is to use the mailwrapper [1]
functionality for MTA replacement.
