The "User Switch" feature is only enabled in the "User Switcher"
applet if you have VT enabled on your system.  It is off by default.
To turn it on, run these commands:

svcadm enable vtdaemon
svcadm enable console-login:vt2
svcadm enable console-login:vt3
svcadm enable console-login:vt4
svcadm enable console-login:vt5
svcadm enable console-login:vt6
svccfg -s vtdaemon setprop options/hotkeys=true
svcadm refresh vtdaemon
svcadm restart vtdaemon

Once done, restart GDM and VT should work, and the "User Switcher"
applet should provide a "Switch User" option to use VT.  Note that
VT does not work with all graphics drivers.  If you switch user,
but no VT session starts, then this is likely your problem.
