I went to look at "Window theme" but couldn't tell which was selected, so I clicked on them. Now I can't reproduce the issue anymore. Maybe something was wrong with my window theme before.

I can resolve this issue by unchecking "Use colors from system theme" in Preferences > [Profile] > Colours, and choosing a built-in scheme instead, like GNOME Dark. I am using GNOME Terminal 3.38.0.
