Quick follow up. I installed Ubuntu 22.04 on same RaspberryPI, and I noticed a huge performance difference with fractional scaling on Wayland. On Wayland I was unable to find any lag or delay or performance hit. On Xorg though, even Ubuntu 22.04 had the same performance issues as Ubuntu Budgie 22.04.

There was no issue with mouse performance on amd64 laptop.
