Thanks, that's a valid point but in practice the empty package doesn't
create any issue and lower our divergence over Debian which reduce the
efforts we need to rebase so will keep it like it is today

The Debian version list of files look like translations that were
automatically stripped for Ubuntu-
https://packages.debian.org/sid/all/libtotem-plparser-common/filelist
https://packages.ubuntu.com/lunar/all/libtotem-plparser-
common/filelist
libtotem-plparser18 requires libtotem-plparser-common as a dependency.
The package has no purpose in Ubuntu but especially as a required or
even recommended dependency.
