This issue has been fixed in recent Ubuntu releases.
The number of workspaces can be configured in Settings > Multitasking >
Workspaces.
Switch to "fixed number of workspaces" and set the number you want.

Bug description:
Hey Guys,
I don't use more than virtual desktop and it has been bugging me for
ages that I have to use ccsm to set the size to 1.
In general I think the best way would be to add this option to the
appearance-tab in gnome-control-center. Shouldn't be that hard to
implement and useful to a lot of people.
