Solution, rename in your home directory ".libreoffice" to another name ".libreoffice.original" open a writter document this will make a new ".libreoffice" directory but this time opens the document in the same workspace.

I'm using Ubuntu 11.04 x64 with Unity. Procedure to reproduce bug: 1) Open Writer 2) Maximize window (alt-F10) 3) Quit Writer (ctrl-Q) 4) Open Writer. Writer will open in adjacent workspace. If you instead quit Writer when it is not maximized, it will open on the expected workspace.
