Even with interfaces defined in /e/n/i this isn't supposed to be
happening.

There error you see looks like NetworkManager might not be running when
the issue appears. Any chance you could either attach the whole
/var/log/syslog file when you next see the issue, or make NM run with
debugging logs and provide those when you can reproduce the issue?

Debugging logs can be enabled after starting NM like so: sudo python
/usr/lib/NetworkManager/debug-helper.py --nm debug

Or starting it from the command-line:

sudo stop network-manager
sudo /usr/sbin/NetworkManager --log-level=debug

All logs will the in /var/log/syslog but are pretty extensive (and could
contain sensitive information). You can avoid sending the logs to syslog
by starting NM from the command line with the --no-daemon switch.

Title:
It frequently takes a while (a few minutes) for nm indicator to show
  networks

Status in “network-manager” package in Ubuntu:
  Incomplete

Bug description:
This happens on both my (uptodate precise) laptops, though not every time.
When I start the laptop and log in, I'm connected to my access point, but
clicking over the indicator doesn't show the current or available networks.
I'm attaching a screenshot.
