This bug is still not fixed in 12.04 Beta 2, because on top of the encryption the document also requires the reader to take the entered user-name and password and authenticate with the University website. If Authentication succeeds then the website passes back the unlock key which then decrypts the protected PDF. I actually think a small script gets executed in Adobe when the Unlock button is selected, but in Document Viewer nothing happens when the button is pressed.
