But in 11.10 the application doesn't exists. There is an application called "Gnome Tweak Tool" but it depends of Gnome Shell, and it's not user friendly I think the fix for this is an Unity Theme Engine, making easier to users and developers to get, install and change a theme. For example, a Dash with themes, a package file for install it (including gtk3 theme, icons, wallpaper, unity dash icons, panel colors, backlight modifications, etc...)
