A log out - log in cycle fixed it, but then it came back in some time. So far, no idea what triggered it.

Two things to note. 1. It DOES work when I put the mouse to right edge of the screen. Two finger scrolling and edge scrolling work, just as well as grabbing the scrolling bar. 2. It works fine in Chrome, or Firefox or any other window as it used to. Using ubuntu 12.04. It was working fine until a day or two ago. Stopped after some update. Happens in both unity and gnome 3.
