Title:
  Alt-tab - Even if a window spread is entered by pressing the down
  arrow key, on reaching the end of the spread the user should move to
  the next application.

Bug description:
  Currently if a user enters the alt-tab window spread by pausing, on
  reaching the end of the spread they return to the app switching list.
  However if a user enters the alt-tab window spread by pressing the
  down arrow key, on reaching the end of the spread they loop back to
  the beginning of the spread.

  In recent user testing, having these two different modes of navigation
  proved very confusing to a number of users.

  Desired solution:

  - Even if a window spread is entered by pressing the down arrow key,
  on reaching the end of the spread the user should move to the next
  application (the same behaviour as when a user enters a alt-tab window
  spread by pausing)
