Marking as "won't fix" because the workspace switching functionality is
due to be completely rewritten as part of "The Spread".  See

Bug description:
  With the launcher being a permanent feature of the desktop now the
  workspace switcher should just show the area between launcher and top
  bar, as that then is your workspace. You won't be able to use the
  space where the launcher is so there is no need to show it at all, it
  suggests that area is just unused when infact it is unusable.
