When you connect to the network, before applying your change to
/etc/resolv.conf, could you attach the file /run/nm-dns-dnsmasq.conf if
it exists, and see whether dnsmasq is running?

  network-manager won't connect on startup (DNS error)

Status in “network-manager” package in Ubuntu:
  Incomplete

Bug description:
  When starting up my system the network manager seems to be connected
  to the network, but I can't reach the internet and I can't ping any
  web address.

  There is a modification that i made with:

  echo "nameserver 8.8.8.8" | sudo tee /etc/resolv.conf > /dev/null

  in an attempt to resolve the issue. This did nothing, but you may find
  it in the files.

  The problem is with my system, because my roommate can connect on his
  Windows machine.

  As a workaround I have to re enable networking or to restart my
  connection (or both).
