When you connect to the network, before applying your change to /etc/resolv.conf, could you attach the file /run/nm-dns-dnsmasq.conf if it exists, and see whether dnsmasq is running?

The problem is with my system, because my roommate can connect on his Windows machine. As a workaround I have to re enable networking or to restart my connection (or both).
