Bug description:
  The mockups of the Ubuntu-custom breadcrumb navigation for the "System
  Settings" window

  show that the title of the window remains "System Settings" regardless
  of which panel you are on.

  However, because of the change made in bug 801784, the window title
  changes to the name of the currently open panel.

  This is ugly in three ways:

  1. It means the title of the current panel is displayed twice,
  millimeters apart -- first in the window title, and then in the button
  just below it.

  2. It causes the launcher to flash distractingly as you navigate.
  (Should the Firefox launcher tile show the icon of the page you're
  visiting, instead of the Firefox logo? No, because that would be
  annoying. Same thing here.)

  3. Least importantly, clicking the "All Settings" button illogically
  changes things that are both above and below it. (Web browsers also
  have this problem, but they have nowhere else to compactly show the
  <title>. We do.)

  Ways this bug could be fixed:

  a. Make the window title always "System Settings", and revert the
  launcher change. This would fix (1) (2) and (3).

  b. Make the window title always "System Settings", leaving the
  launcher as it is. This would fix (1) and (3), but not (2), and would
  introduce a new minor problem: the launcher and the window wouldn't
  match.

  c. Use Back and Forward buttons instead of the breadcrumbs, and revert
  the launcher change. This would fix (1) (2) and (3). (I explained this
  further in <https://bugzilla.gnome.org/show_bug.cgi?id=643322#c9>.)
