This makes it both harder to realize a menu bar exists, and also makes it harder to aim at the right menu entry, as it is invisible. Somewhat relatedly, if a window is maximized and then un-maximized, the menu bar is locked in place for a while for some reason. I guess this is a bug, but it actually represents what seems to be a more sensible default behaviour.
