If this doesn't work for you: Is your home directory encrypted? Which
would mean that it isn't readable before logging in. That's why you have
to move the image to for instance /usr/share/backgrounds.

Bug description:
  In Ubuntu 12.04 LTS (1.2.1-0ubuntu1) the wallpaper of the user is not
  used as long as it's not the right resolution and located under
  /usr/share/backgrounds.
