System Settings doesn't have online accounts pane

Bug description:
When I open system settings in Ubuntu 12.04, there is no online
accounts pane. I can access online accounts from another app, such as
chat, or the command line, but not from the overview pane. The feature
is there, and works for chat, but is not accessible through the
default interface. It was accessible is Ubuntu 11.10.
