I am also encountering this exact issue as described above. Could this
be occurring maybe due to another plugin capturing the key stroke or
something?

  Confirmed

Bug description:
  When Text Size plugin is enabled in Gedit, some key combinations do not work 
as expected:
  - Ctrl+"-" works to zoom out
  - Ctrl+"0" works to restore zoom
  - Ctrl+"+" does not work, instead, Ctrl+Shift+"+" works
  -Ctrl+mousewheel does not work to zoom in/out

  All worked perfectly in Ubuntu 11.10
