I don't see why it should be necessary to install a new package from a
PPA to address this regression in basic functionality.

Title:
  Cannot set keyboard shortcut for "Lock Screen"

Status in “gnome-control-center” package in Ubuntu:
  Confirmed

Bug description:
  To reproduce:
  1. Cog icon → System Settings… → Keyboard → "Shortcuts" tab.
  2. Select "System" in left pane.
  3. Double-click beside "Lock screen" in right pane.
  4. Press Scroll Lock.
  5. Exit gnome-control-center (Alt+F4)
  6. Press Scroll Lock.

  Expected:
  The screen is locked.

  Observed:
  Nothing happens.
