"Turn Recommendations On" silently fails with HTTP 401

Bug description:
On Precise, when I click "Turn Recommendations On" in Software Center, I get
a spinner and the Recommendations button disappears, and the spinner goes away
after a few seconds but nothing else happens. The terminal output says:
