This started happening with Ubuntu 11.04 after an upgrade from 10.10; I was hoping it would go away with an upgrade to 11.10 but this was not the case. I believe this is a security issue too, although one could argue a small one, but it allows someone who has physical access to the PC to see the screen for a second even when it is locked. I will not flag is as a security issue though, I'll let the Ubuntu team decide if if is considered one by their standards.
