Keyboard shortcuts Ctrl-... do not work in many programs

Bug description:
Binary package hint: gnome-control-center
When keyboard layouts order is [ru winkeys, us] shortcuts with Ctrl- do not
work in at least the following programs:
- OpenOffice
- Pidgin
- Empathy
- InkScape
Hardly found a solution:

As suggested I changed keyboard layouts order to [us, ru winkeys]. Now
it works fine.
