This issue no longer occurs in Firefox 17. I don't know if the browser.urlbar.clickSelectsAll enabled configuration parameter is still used, but it has no effect on the pop-up menu.

When you click with your right mouse button in the address bar, the text is selected and the context menu shows up. So far, so good. However, in the context menu the options cut/copy/delete are disabled. If you right click for a second time in the address bar, the options are enabled as they should be.
