This holds for all combination with Shift except when the main key is a letter key. In gconf at apps\gnome-settings-daemon\keybindings, I tried all combinations: <Shift><Alt>greater <Alt><Shift>greater <Alt>greater <Shift><Alt>less <Alt><Shift>less to no effect.
