Running this command can reproduce the problem:

LANG=en_US.UTF-8 LANGUAGE=en_US:en LC_ALL=C software-center

I'm not sure if this is a bug or not (i.e. if LC_ALL=C is a reasonable
thing to expect to still work right).  Moving to software-center.

  deja dup description starts with d?j? dup

Status in “software-center” package in Ubuntu:
  Confirmed

Bug description:
  On Oneiric, both in Software center and Update manager's description
  tab the deja dup description starts with "D?j? Dup is a simple backup
  tool". This does not happen on Natty, the name is displayed fine
  there, so marking this with regression-release.
