This problem is caused by a feature of Unity related to edge stop
velocity:

Have a look at CompizConfig Settings Manager (might need to install from
software center), under Ubuntu Unity Plugin > Experimental there's an
option called edge stop velocity, I think that may be what your looking
for or one of the options above it.

Based on other people's postings you may find these settings work well
for you:

Launcher Reveal Pressure = 3
Launcher Edge Stop Overcome Pressure = 15
Pressure Decay Rate = 3
Edge Stop Velocity = 10

  Mouse Pauses when Crossing Screen Borders

Bug description:
  After updating to Precise Pangolin 12.04 my mouse started "pausing"
  when crossing the boundary between my two monitors.  This version of
  unity allows for displaying the unity launch bar on both monitors
  which I believe is the cause of this problem.  Even if I disable the
  bar that is in the middle of the two screens (which I did because it
  looks silly) the pause still occurs.

  To be clear, when I say "pause", I mean that using a continuous mouse
  movement across the boundary, the mouse will stop for approximately 1
  second at the edge of the screen before moving onto the next screen
  despite continuous movement.  This is especially painful for moving
  windows across screens because it then it always tries to snap the
  window to the border (half screen sized).
