This happens because there is no way of storing the PIN in general as system wide. The PIN can be stored per system wide mobile broadband configuration, but that does not prevent the PIN dialog from being displayed. [expected results] There is a way of preventing the SIM PIN dialog from popping up on each boot. [actual results] PIN dialog shows up on every boot.
