Title:
Critical-power shutdown should happen only when on battery

Status in “gnome-power-manager” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: gnome-power-manager

  Steps to reproduce:

  1. Put laptop to sleep
  2. Wait until battery is almost fully discharged
  3. Attach AC adapter
  4. Wake up laptop

A workaround is to change the critical power adapter in the power
management control panel. However, this is not desirable; I'd still
like a clean shutdown if I run the battery to zero, but it's not
helpful to shut down when the machine is already on AC.
