Same issue with Ubuntu 12.04 LTS x64, with a hardwired desktop. Happens
about 50% of the time on startup, but I have actually recently noticed
that it might be fine at startup, but appear hours later as
well....Created a thread on it on ubuntuforums.org for those interested
(http://ubuntuforums.org/showthread.php?p=12278500).

Every time I see it, I go to my terminal and "sudo service network-
manager restart" and it fixes it....

Bug description:
  Nm-applet doesn't show any connection on startup, only options to
  enable/disable wireless/cabled network functionality, get connection
  infos and edit connection options, altough it is able to connect to
  default wireless; kinda bug #827884 replied on Ubuntu Quantal x86.
